1) Login to bizcare portal and check if the line is still in barred status.
2) Call celcom careline to ask about the barred line.
3) They said that we have outstanding amount RM 10.60 for every number that has been barred. That amount is processing fee for plan change to celcom digi business postpaid 58.

Root cause: Account have outstanding balance.
