the qualifier will not effect the promotion right .
the summary of the order for user reference on how much they have order.
This fixes will be released y within tomorrow as I checked with shu ern .

Shuern: the quantity in additional rule section has nothing to do with promotion qualifier quantity, it just showing the summary of the order for user reference on how much they have order.
