SUNTORY - Cannot Setup Product Catalog
1) Check which user allow to manage product catalog.
2) Found no button to add product catalog.
3) Escalate to tech team to solve the issue.
4) Provide user guidance to manage product catalog.
Root cause: It seems like there is inconsistency issue with organisation update which is existing Datanory issue.

- User cannot add new product catalog.
- As i checked both the org level and the web access control for suntory admin already turn on, it should have the add button in the product catalog page.

Shuern feedback:
After I updated the organisation in web portal, the photo category add new button is showing up and the recent change is the time I updated, meaning that the access is not turned on before this. It seems like there is inconsistency issue with organisation update which is existing Datanory issue
